Global South Leadership in Carbon Removal

As the EU finalises its 2040 Climate Target Framework and Article 6 moves toward a fully operational global compliance market, the rules for carbon dioxide removal (CDR) are being rewritten. For the first time, international carbon credits are expected to count toward EU targets, opening the door to major cross-border investment in high-integrity removals from the Global South – if integrity, equity, and scale can be aligned.
This session brings together leaders from policy, industry, and coalitions to explore how European demand and Global South supply can connect through robust standards, Paris-aligned market design, and development-positive carbon finance.

- Integrity and recognition: how Europe can recognise credible Global South CDR projects while maintaining environmental integrity and avoiding double counting.
- Development-first finance: frameworks that ensure carbon revenues support resilience, food security, and local value creation rather than dependency.
- Technology-neutral pathways: enabling all durable CDR options – from Direct Air Capture to Enhanced Rock Weathering and Biochar – to compete on quality and impact.
- From rules to investment: what EU 2040, Article 6, and emerging ETS designs mean for bankable CDR pipelines in Africa, Latin America, and Asia.
