This ministerial event explores how countries can use high-integrity carbon dioxide removal (CDR) to close the gap between today’s emissions trajectories and 1.5°C-consistent pathways. Even as mitigation efforts ramp up, the latest science makes clear that deep emissions cuts alone are no longer enough; durable, scalable CDR must complement – not replace – rapid decarbonisation.
Ministers, policymakers, industry leaders and experts will discuss what credible CDR integration looks like in practice: from embedding CDR in net-zero and net-negative targets to creating the policy, finance and governance conditions needed for responsible deployment. The session will also reflect on how alliances like GONE can help translate ambition into implementation and send clearer signals to markets and investors.

- From net-zero to net-negative: How countries are planning for CDR as a complement to deep emissions reductions in line with 1.5°C pathways.
- Integrating CDR into national strategies: Embedding both nature-based and novel CDR approaches in NDCs, long-term strategies and sectoral plans.
- Financing and risk-sharing: What governments, MDBs and private finance can do to de-risk early CDR deployment and crowd in long-term investment.
- Integrity, MRV and governance: Building robust frameworks so CDR is measurable, verifiable, and aligned with environmental and social safeguards.
- International alliances and cooperation: How platforms like GONE can foster peer learning, common standards, and joint initiatives towards negative emissions.
